As many of you probably already know, the GSA has launched a multi-year project that will slowly phase out the existing, separate IAE systems and migrate that functionality over to SAM.gov (currently beta.sam.gov). FedBizOpps (FBO) is the next system to be migrated to the new environment. During the migration changes are being and will continue to be made that will result in subtle differences between the two systems for the user. We are ever-watchful for these changes and strive to keep in PRISM in stride with federal systems. So, with this 7.4 SP 2 release, we have made changes to the system to stay in pace with the GSA's FBO/SAM.gov migration.

 

MODULES AFFECTED

The modules affected by the FBO/SAM changes are the Solicitations module and all awards modules.

 

CHANGES TO THE EXISTING POSTING OPTIONS PAGE

The existing Posting Method field in the FedBizOpps section on the Posting Options page in the System Setup module has been updated to now include the new SAM selection.

Updated Field Definition

The field definition for the existing Posting Method field has been updated to include the SAM selection. The following text is the newly updated, comprehensive field definition for the Posting Method field.

 

Use the Posting Method field to select the posting service your agency uses to post procurement information. The selections in the list might vary, but in general you might be able to choose from FedBizOpps (FBO) or the System for Award Management (SAM). You can also choose to leave the field blank.

 

Select the posting method that best applies to your agency: 

  • FBO 
  • SAM

 

If you select FBO, the notice will be posted to legacy FBO. You should use this until GSA announces the migration to SAM is complete.

 

If you select SAM, the notice will be posted to beta.sam.gov. You should begin using this once GSA announces the migration to SAM is complete.

 

CHANGES TO PRISM DOCUMENTS

To stay current with SAM, we had to make some changes at the document level, and those changes included: 

  • Updating the selections in the drop-down list in the Set-Aside field 
  • Changing the selections in the drop-down list in the Statutory Authority field 
  • Updating the address code mapping for the code from the Contracting Office Address field 
  • Updating the mapping for the document number in justifications and approvals (J&A)

Changes to the Contracting Office Address Field

We have updated the mapping for the Contracting Office Address field that displays on the [Announcement] page.

If you make an entry in the AAC (if different from address code) field, then for the value for the Con-tracting Office Address field, when PRISM sends the procurement data to SAM, it uses the value from the AAC (if different from address code) field. Otherwise, it retains the mapping for the contracting office address code.

Changes to the Document Number Field in J&A

We have updated the mapping for the Document Number field in justification and approval (J&A).

 

For J&A, when the system sends an award that is not a DO/TO or a BPA call, it uses TBD for the value in the Document Number field.

 

SOAP WEB SERVICE CHANGES

We added <emailed> to <authenticationdata> in the SOAP web service to stay current with the latest SAM changes.

For agencies with a legacy setting of FBO, the following will be true when the site-level Posting Method field is switched from FBO to SAM: 

  • No longer allow Foreign Government Standard (submitForeignGovernment) or Fair Opportunity / Limited Sources Justification (submitFairOpp) notice types on send or resend. When the user clicks Send or Resend for a deprecated message type, the error message, "<message type> is no longer supported by SAM,” displays. 
  • Send new Set Aside values on send or resend 
  • Include <EmailID> and <OfficeID> tags 
  • Send new namespace
